I think a more realistic approach is to keep the guards roughly the same CR as usual (maybe bump them up to CR 1 if you want tougher ones), but make realistic use of consequences. Having hordes of powerful guards really makes you wonder why they aren't handling the problems instead of the player and the only real answer is that these guards have been scaled up to prevent players from doing things.
